Federal Programs
HOME Investment Partnerships Program (HOME):
This federally funded program provides grants to municipalities to expand and preserve affordable housing for low- and very low-income residents. Funds can be used for activities like new construction, rehabilitation, and assistance to first-time homebuyers.

State Programs

Pennsylvania Housing Finance Agency (PHFA):
PHFA offers several programs that provide down payment and closing cost assistance to homebuyers:
Keystone Advantage Assistance Loan Program:
Offers a second mortgage loan up to 4% of the purchase price or $6,000 (whichever is less) to help with down payment and closing costs.


Keystone Forgivable in Ten Years Loan Program (K-FIT):
Provides assistance up to 5% of the lesser of the purchase price or appraised value, with the loan forgiven incrementally over ten years.
Local Programs

Montgomery County First-Time Homebuyers Program:
Offers eligible participants assistance with down payment and closing costs. Applicants must complete a counseling program and meet specific income and loan eligibility criteria prior to entering into a sales agreement.
Upper Darby Township First-Time Homebuyer Program:
Provides up to $10,000 to eligible first-time homebuyers for down payment and closing costs. The property must be located in Upper Darby Township and meet specific eligibility requirements.


Delaware County Homeownership First Program:
Offers counseling and up to $10,000 in down payment and closing costs to qualifying low- and moderate-income first-time homebuyers purchasing a property in Delaware County.
HUD (U.S. Department of Housing and Urban Development):
HUD provides funding for homebuyer assistance programs through state and local governments. You can look into HUD’s HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG) funds.


USDA (U.S. Department of Agriculture):
If your program will support homebuyers in rural areas, you may qualify for funding through USDA’s Rural Housing Service (RHS) programs.
State Housing Finance Agencies (HFAs):
Many states offer funding programs for homebuyer assistance. Check with your state’s HFA for grant opportunities.


NeighborWorks America:
A nonprofit that receives federal funding to support homeownership initiatives.
Fannie Mae & Freddie Mac Initiatives:
They sometimes provide grant opportunities for first-time homebuyer assistance.


Federal Home Loan Bank (FHLB) Affordable Housing Program (AHP):
Provides grants through member banks to support homeownership programs.
